Synthetic media; expands applicability of provisions related to defamation, etc., penalty.

Expands Virginia's defamation, slander, and libel laws to cover synthetic media, and makes it a Class 1 misdemeanor to create or use deceptive audio or visual media, including deepfakes, to commit fraud. Creates a rebuttable presumption of fraudulent intent when such media is used in a fraud scheme and lets depicted individuals sue for damages. Directs the Attorney General to convene a work group on deepfake enforcement.
