Virginia Residential Landlord and Tenant Act; algorithmic pricing devices, report.

Prohibits Virginia landlords from using algorithmic pricing devices to set rent in ways that restrain competition in the rental market, creates an Algorithmic Rent Pricing Ombudsman office to handle tenant complaints, and requires landlords using such tools to disclose that use to tenants. Also directs a state housing commission to study whether these devices perpetuate housing-market bias and report findings by late 2026.
