Amends Virginia's Consumer Data Protection Act to let consumers use universal opt-out tools for data processing, requires consent before processing data of 13-to-15-year-olds, and adds an Artificial Intelligence Training Data Transparency Act requiring generative AI developers to publicly disclose details about the data sets used to train their systems. Developers must keep records and provide mechanisms for consumers to verify or request deletion of their data from training sets.
