Permits mental health service providers to use artificial intelligence systems to assist with therapy or counseling as long as the provider retains full responsibility for all interactions, outputs, and data use, and prohibits AI systems from providing therapy or counseling without a mental health provider involved. Records must comply with health-records privacy law, with exceptions for religious counseling, peer support, and self-help or educational materials; violations carry a civil penalty of up to $10,000.
