Requires Hawaii's Department of Education to ban personal electronic devices during the instructional day and implement a social media and AI literacy education campaign. Creates exemptions for students with accommodations, emergencies, and teacher authorizations. Directs the department to submit progress reports three years after implementation and every five years thereafter.
